Strategic Agreement Signed Between CAAC, Zhejiang Provincial Government

Civil Aviation Administration of China (CAAC) and Zhejiang provincial government signed a "Minutes of Talks of Promoting the Civil Aviation Development in Zhejiang Province" on Dec. 13th. Both sides agreed to take Zhejiang as pilot province of opening up low-altitude airspace and building general aviation airports.
Li Jiaxiang, Director General of CAAC, said during the signing ceremony that both sides will strengthen their cooperation in the following aspects:
First, Zhejiang provincial government and CAAC will accelerate to construct a civil airport system with Hangzhou Xiaoshan International Airport serving as a principal hub for the province, Ningbo Airport and Wenzhou Airport as regional hubs.
Second, both sides will cooperate to speed up the general aviation development in Zhejiang province through increasing capital input, making overall plans for the layout of the general airports, as well as supporting state-owned and private capital to invest the general aviation enterprises.
Third, Zhejiang province should build up a comprehensive transportation system linking up airports with other transportation options, meanwhile, increase capital investment and strengthen the construction of project to accelerate the formation of a comprehensive transportation hub based on the airports in the province.
Fourth, the two sides will jointly explore the reform of airport management system.
The acting governor of Zhejiang province Xia Baolong introduced that Zhejiang handled more than 28 million air travellers in 2010, ranking 5th nationally.
