Japan-Europe 'Open Skies' Deal Urged

Private-sector members of a key governmental economic panel have urged the government to consider sealing "open skies" aviation deals with European countries and to allow more international flights at Tokyo's Haneda airport, which now mainly serves domestic flights.
"The Asia-Europe aviation market is big. The government should immediately start study on the liberalization of air travel between Japan and Europe, which has concluded an open skies pact with the United States," the four private-sector members of the Council on Economic and Fiscal Policy said in a paper.
Open skies arrangements would do away with the need for state-to-state negotiations and allow private air carriers to fly anywhere and set flight numbers freely once their governments reach agreement on a bilateral basis.
