CAAC to Issue Operating License to Colorful Guizhou Airlines

Colorful Guizhou Airlines, a start-up regional carrier in Southwest China's Guizhou Province, has filed an application for an air operator's certificate (AOC) from the Civil Aviation Administration of China (CAAC), paving the way for it to launch the maiden flight on Dec. 28. The aviation watchdog already completed preliminary review of the start-up's application, according to a statement released Tuesday on the CAAC's website.
Found in June 2015, Colorful Guizhou Airlines is a joint-venture between Guizhou Industrial Investment Group (95%) and Weining County Construction Investment Group (5%).
Based at Guiyang Longdongbao International Airport (KWE), the new regional airline is permitted to operate cargo and passenger transportation businesses within China, using Embraer 190 aircraft. The new entity will be a limited company with Mr. Xu Bo, ex-president of Tibet Airlines (TV), as its general manager.
According to the notice released on the website of CAAC, the airline has been approved by the National Development and Reform Commission (NDRC) to buy two E190 aircraft, with another one on lease.
The airline company has signed an agency agreement on ground services with Guizhou Airport Group, and the Southwest Regional Air Traffic Management Bureau has agreed to provide civil aviation communication, meteorology and flight information for the airline. In addition, the bureau assigned 130.65 MHZ as its management channel frequency.
The Air Traffic Management Bureau of CAAC assigned "CGZ" code and "COLORFUL" as English radio call sign for the airline and it will employ "GY" code and "661" code for accounting.
Meawhile, the start-up airline has been approved to enroll 20 pilots, 10 maintenance staff, 3 flight dispatchers, 24 flight attendants, 4 welders and 8 safety personnel for the initial operation.
On Dec. 8, Colorful Guizhou Airlines welcomed its first E190 aircraft (B-3115). The airline is expected to make its maiden flight on Dec. 28, according to chairman Zhai Yan.
As the first local airline within Guizhou province, the start-up carrier is positioned as a low-cost regional and trunk carrier. Zhai said the new carrier plans to operate an Embraer E190 initially on some regional routes in the Guizhou Province and neighboring provinces.
The CAAC has begun soliciting submissions on Colorful Guizhou Airlines and said that the approval would be granted unless it was informed of reasonable grounds to reconsider the plan before Dec. 28, 2015.
