On May 10, CAAC Administrator Feng Zhenglin exchanged views with Hainan Provincial Party Secretary Liu Cigui on civil aviation development in Hainan, and had a meeting with Hainan Provincial Government in Haikou, where the two sides conducted in-depth talks on deepening cooperation between CAAC and Hainan so as to better meet the demand of Hainan for comprehensively deepening reform and opening up. Provincial Governor Shen Xiaoming, Executive Vice Governor Mao Chaofeng and Vice Governor Wang Lu of Hainan attended the meeting.

During the meeting, persons in charge from the Military-civil Integration Office, Provincial Development and Reform Commission and Provincial Bureau of Transport of Hainan respectively introduced civil aviation development in Hainan, and officials from CAAC reported on the drafting of the Implementation Opinions on Accelerating Civil Aviation Development and Supporting Comprehensive Deepening of Reform and Opening-up in Hainan. The two sides also had in-depth discussions on the strategic positioning, development target and other critical issues awaiting solutions about civil aviation development in Hainan.
