China and the EU First Sign Civil Aviation Agreements

On May 20, Feng Zhenglin, Administrator of Civil Aviation Administration of China, Luminita Odobescu, the permanent representative to the European Union of Romania which is currently holding the Presidency of the EU Council, and Violeta Bulc, European Commissioner for Mobility and Transport, jointly signed the Agreement between the Government of the People's Republic of China and the European Union on Civil Aviation Safety and the Agreement between the Government of the People's Republic of China and the European Union on Certain Aspects of Air Services in Brussels. Ambassador Zhang Ming, head of the Chinese Mission to the European Union, witnessed the signing of the agreements.
The signing of the above two agreements is a concrete measure to implement the joint statement of the 21st China-EU leaders' meeting, and is the first time that China and the EU have signed agreements in the civil aviation field, representing an important milestone in civil aviation cooperation between the two sides. It will further promote the cooperation between China and Europe in various areas of civil aviation and enrich the China-EU comprehensive strategic partnership.
China and the EU have long shared a strong interest in cooperating on civil aviation safety, and a desire to expand pragmatic cooperation on the basis of consolidating existing cooperation results. Since the launch of negotiations on China-EU Civil Aviation Safety Agreement in August 2013, the working teams of both sides have earnestly performed their duties, communicated openly and thoroughly, and finally reached a consensus on the text of the agreement after many rounds of consultations.
The China-EU Civil Aviation Safety Agreement establishes a legal framework for extensive cooperation between China and the EU in various areas related to civil aviation safety, such as airworthiness and environmental certification, flight operations, air traffic control services, personnel licensing and training, and well reflects the principles of mutual benefit and win-win. In particular, the signing of the airworthiness and environmental certification annex has created conditions for the cooperation on airworthiness certification of aviation products from both China and EU, providing great avenues for the exchange of aviation products between the two sides, as well as a sound environment for the industry enterprises from both sides to conduct cooperation in the field of aviation product design and manufacturing. The signing of the agreement has laid a solid foundation for the extensive cooperation between the two sides in the field of aviation safety, and will further promote exchanges between the two sides in terms of policy, technology and talents.
On the basis of the China-EU Civil Aviation Safety Agreement, the two sides will continue to hold consultations on the implementation rules of the Airworthiness and Environmental Certification Annex to better facilitate the import and export of aviation products and the cooperation between the industry enterprises from both sides and ensure the full implementation of the agreement.
