Fully-Covered and Fungible Beidou System for Civil Aviation by 2035

Recently, Civil Aviation Administration of China (CAAC) officially released "Application and Implementation Roadmap of Beidou Navigation Satellite System for Civil Aviation in China". In the Roadmap, it is said that the authority will give great impetus to the application of Beidou system. By the end of 2035, a dual frequency multi-constellation GNSS technological application system with Beidou System as its core will come on the scene. Compatible and operable with GPS and other system, the GNSS system will realize the application of a fully-covered and fungible Beidou System in Civil Aviation step by step.
It is the first systematic implement roadmap for Beidou's application in civil aviation of China.
Deputy Inspector of the Air Traffic Control (ATC) Office, Liu Lianxi said in the news conference of CAAC on 12 December, Beidou System is one of the key constellations of the Global Navigation Satellite System (GNSS). It is an important action to strengthen the practical application of Beidou System in civil aviation, which facilitates the reform in ATC and the global application of Beidou System. Also, it guarantees the high-quality development of civil aviation industry as a significant technological support to build a civil aviation power in China.
As the roadmap pointed out, the application of Beidou System will be divided into steps from simple to difficult, portable to onboard, surveillant to navigational, prompted by general transportation.
The practical application of Beidou System is scheduled to three phases.
Firstly, near-term target: to basically realize its low-altitude airspace location and surveillance in general aviation and make its air carrier tracking surveillance and time service a model demonstration by the end of 2021.
Secondly, mid-term target: to fully realize the application of the system in general aviation location, navigation and surveillance, basically complete the navigation application of Beidou Satellite Based Augmentation System in air transportation, realize the typical scenario application of large-scale unmanned aerial vehicle in mixed airspace and actively support the civil aviation industry in countries of "Road and Belt Initiative" to adopt the system by the end of 2025.
Thirdly, long-term target: to build a dual frequency multi-constellation GNSS technological application system with Beidou System as its core, compatible and operable with other constellation system like GPS, generally make Beidou System fully-covered and fungible in civil aviation, provide precise, intact, safe and reliable navigation service for air transportation, general aviation and unmanned aerial vehicles and offer holistic airspace surveillance service for air transportation, thus improving civil aviation safety, airspace capacity, operational efficiency and service in all respect by the end of 2035.
To incorporate Beidou System into the system is helpful to realize the complementation of multiple constellations therefore to fix the safe risk brought by the fragility of GPS as a single constellation system and make up the deficiency of the traditional navigation, also said Liu.
