Application and Approval Procedures for Temporary Air Transport Permit of Dangerous Goods in Epidemic Prevention and Control by Foreign Airlines

1.Applicability
The Procedures are applicable to the application and approval for Temporary Air Transport Permit of Dangerous Goods in epidemic prevention and control via chartered flights by foreign airlines under emergencies.
2.Qualification Requirements
Airlines that follow the procedures to apply for Temporary Air Transport Permit of Dangerous Goods shall meet the following conditions:
(1)in possession of approval documents issued by Civil Aviation Administration of China (CAAC), Ministry of Foreign Affairs or other Chinese government authorities that identify the transport task subject in the application as emergency chartered-flight transport of epidemic prevention and control supplies;
(2)in possession of Air Transport Permit of Dangerous Goods or equivalent document issued by the civil aviation authority of the airlines' state of registration;
(3)has signed Ground Handling Agreement with qualified ground handling agent in China;
(4)relevant airmen that are going to perform the unscheduled flight have received training up to ICAO standards.
3.Entities Accepting Applications and Contact Information
Operators from European countries, the Commonwealth of Independent States and Mongolia shall apply for Air Transport Permits of Dangerous Goods with CAAC North Regional Administration (Mr. Zhang, 010-64592097, 15210835778, caachbysc@163.com).
Operators from the Americas, Republic of Korea, Japan and DPRK shall apply for Air Transport Permits of Dangerous Goods with CAAC East Regional Administration (Ms. Xue, 021-22321338/22322225, 18043017170, caacec@163.com).
Operators from other regions shall apply for Air Transport Permits of Dangerous Goods with CAAC Central South Regional Administration (Ms. Pan, 020-86122249, 13560083359, panliang-zn@caac.gov.cn).
4.Application Materials Required for Submission and Timeline
Airlines shall submit the following application materials to the respective CAAC regional administrations 4 days before scheduled date of flight:
(1)Letter of Application for Approval of Air Transport of Dangerous Goods;
(2)Application Form for Dangerous Goods Air Transport Permit of Foreign Operator (see attached);
(3)Air Transport Permit of Dangerous Goods or equivalent document issued by the civil aviation authority of the airlines' state of registration;
After submitting application materials, airlines shall timely contact the regional administration in charge to check acceptance and review of their applications.
5.Approval Requirements and Timeline
After receiving application materials, CAAC regional administration concerned shall first confirm details of transport task with relevant government authorities. If it is verified and confirmed as disqualified in accordance with Paragraph (1) of Article 2, it will not be accepted.
Accepted applications will only be subject to paper review by CAAC regional administrations but not on-site inspection.
Applications meeting the following conditions will be approved:
(1)Letter of Application for Approval of Air Transport of Dangerous Goods identifies the nature of supply transport, contains declaration of the qualification of the application and is affixed with seal of company or its representative office;
(2)Application Form for Dangerous Goods Air Transport Permit of Foreign Operator is completely filled and the category of dangerous goods applied to be transported is covered by the approval of the civil aviation authority of the airlines' state of registration;
(3)Air Transport Permit of Dangerous Goods or equivalent document issued by the civil aviation authority of the airlines' state of registration is valid.
CAAC regional administrations shall complete, within 3 days, review procedures and issue Temporary Air Transport Permit of Dangerous Goods for qualified applicant airlines. Approved validity of the temporary permit shall not exceed three months.
6.Application and approval procedures of Temporary Air Transport Permit of Dangerous Goods in epidemic prevention and control by airlines from Hong Kong, Macao and Taiwan regions shall refer to the Procedures.
